UK Fire Safety Legislation

Understanding the legal framework governing fire and fire safety in the United Kingdom, including fire door inspection requirements, emergency lighting regulations, and fire alarm standards.

The Regulatory Reform (Fire Safety) Order 2005 (RR(FS)O)England & Wales | Primary Fire Safety Legislation

The cornerstone of fire safety law in England and Wales. This Order places the responsibility for fire safety on the "Responsible Person" (typically the employer, owner, or occupier) and requires them to carry out a Fire Risk Assessment, implement appropriate fire precautions, and maintain ongoing compliance.

Relevance to our services: Our Fire Risk Assessments, Fire Safety Audits, Management Plans, and Competent Person Advisory services directly support compliance with the RR(FS)O. We help Responsible Persons understand their duties, identify hazards, implement controls, and maintain audit-ready evidence.

The Fire Safety Act 2021England & Wales | Amendment to RR(FS)O

Amends the RR(FS)O to clarify that the Order applies to the structure, external walls (including cladding, balconies, and windows), and individual flat entrance doors in multi-occupied residential buildings. This Act was introduced following the Grenfell Tower tragedy to close regulatory gaps.

Relevance to our services: Our Complex/Higher-Risk FRA support and Passive Fire Protection surveys now include specific focus on external wall construction, compartmentation integrity, and flat entrance door performance in accordance with this Act's requirements.

The Building Safety Act 2022England & Wales | High-Rise Residential Buildings

Introduces a new regulatory regime for higher-risk buildings (primarily residential buildings over 18 metres or 7 storeys). Establishes the Building Safety Regulator, requires duty holders to manage building safety risks throughout the building lifecycle, and mandates Safety Case Reports and resident engagement strategies.

Relevance to our services: We support Principal Accountable Persons and duty holders with fire safety elements of Safety Case Reports, compliance gap analysis, fire door and compartmentation surveys, remediation planning, and ongoing fire safety management for higher-risk buildings.

The Fire Safety (England) Regulations 2022England | Multi-Occupied Residential Buildings

Imposes additional requirements on Responsible Persons for buildings containing two or more sets of domestic premises. Requirements include providing fire safety instructions to residents, sharing fire risk assessment information, carrying out regular checks of fire doors and lifts, and establishing evacuation strategies for residents who may need assistance.

Relevance to our services: Our Fire Door Inspections, Fire Safety Management Plans, Evacuation Planning, and resident engagement support help building owners and managers comply with these specific regulations. We provide practical checklists and record-keeping systems aligned to these duties.

Building Regulations 2010 - Approved Document B (Fire Safety)England & Wales | New Build & Material Alterations

Sets out the fire safety standards for the design and construction of new buildings and material alterations to existing buildings. Covers means of warning and escape, internal fire spread (linings and structure), external fire spread, and access and facilities for the fire service.

Relevance to our services: When carrying out Fire Risk Assessments, Passive Fire Protection surveys, or supporting building projects, we reference Part B standards to assess compliance and recommend appropriate remedial or improvement measures. Our Contractor Fire Safety Management service supports compliance during refurbishment and construction.

Housing Act 2004 (HHSRS)England & Wales | Housing Standards & HMOs

Introduced the Housing Health and Safety Rating System (HHSRS), which assesses potential risks in residential properties including fire hazards. Local authorities use HHSRS to assess whether residential premises pose a serious and imminent risk to occupant health and safety. Particularly relevant for HMOs (Houses in Multiple Occupation).

Relevance to our services: Our Fire Risk Assessments for HMOs and residential premises consider HHSRS hazards including fire detection, means of escape, fire separation, and fire safety management. We help landlords and property managers meet their obligations under this Act and avoid enforcement action.

Health and Safety at Work Act 1974 (HSWA)UK-wide | General Health & Safety Duties

The primary piece of health and safety legislation in the UK. Employers have a general duty to ensure, so far as is reasonably practicable, the health, safety, and welfare of employees and others who may be affected by work activities. Fire safety is a component of these general duties.

Relevance to our services: Fire Risk Assessments, Training (Fire Wardens, Fire Awareness), and Evacuation Planning support employers' duties under HSWA. Our services help organizations demonstrate they are taking reasonable steps to protect people from fire risks in the workplace.

British Standards (BS 9999, BS 5839, BS 9991, etc.)UK | Technical Guidance & Best Practice

British Standards provide technical guidance and industry best practice for fire safety design, installation, maintenance, and management. Key standards include BS 9999 (fire safety in buildings), BS 5839 (fire detection and alarm systems), BS 9991 (fire safety in residential buildings), and BS 8214 (fire door assemblies).

Relevance to our services: Our Fire Alarm System Inspection & Testing, Emergency Lighting Testing, Fire Door Inspections, and Passive Fire Protection surveys are conducted in accordance with relevant British Standards. We reference these standards in our reporting to demonstrate compliance with recognized industry benchmarks.

Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR)UK | Flammable and Explosive Substances

Requires employers to control risks from fire, explosions, and similar events arising from dangerous substances used or present in the workplace. This includes risk assessment, elimination or reduction of risks, and provision of appropriate protective measures including fire detection, control measures, and emergency arrangements.

Relevance to our services: Where premises store or use flammable substances, our Fire Risk Assessments address DSEAR requirements including storage controls, ignition source management, ventilation, detection systems, and emergency procedures. We help identify where specialist DSEAR assessments may be required.
